Each of the pirate ships belongs to one of the famous captains who rule these waters, and they are at the top of the obelisk, debating who should become the pirate king. Their discussion seems to be at an impasse, and it is unclear who will be the next pirate king. Perhaps with a little assistance from your side, a new pirate king might be chosen.
